Uruguay and Paraguay strengthen trade ties to expedite container traffic at the port of Montevideo.

Within the framework of the second institutional mission to Asunción, Paraguay, organized by the National Port Administration (ANP), the National Customs Directorate (DNA) of Uruguay reported this Tuesday (02.09.2025) on the presentation of information related to the scanning procedures of containers from Paraguay destined for other ports, reaffirming its commitment to efficiency and transparency in foreign trade.

According to official information, between October 2024 and July 2025 they entered the port of Montevideo 23.432 containers from Paraguay by sea or river. Of that total, Only 0,89% (208 containers) were scanned, according to the monthly breakdown:

    The DNA stated that: "The average time taken for the scanning procedure was 6,39 days, considering the time from the time a container is marked until the end of the process."

    He also stated: "This data disproved the perception of some Paraguayan operators, who believed that Uruguay scanned all containers in transit."

    Secure exchange

    Additionally, it was reported that during the mission the General Management of Customs of the National Directorate of Tax Revenue of Paraguay and the DNA of Uruguay agreed to implement a common protocol for exchanging information about scans. This initiative aims to maintain strict controls to prevent drug contamination, while ensuring more efficient operations at ports.

    With these measures, Customs clarified, Uruguay strengthens the "clean port" status of the Port of Montevideo and improves the efficiency of service for Paraguayan exporters who use its facilities for transshipments to the United States, Europe, Asia, Africa, and Oceania. Since the installation of the new scanners, the possibility of cargo contaminated with illicit drugs departing from the port has been significantly reduced.

    The second institutional mission to Asunción sought to strengthen trade ties and resume the flow of container traffic between the two countries, consolidating customs and port cooperation for the benefit of regional trade.
