The General Administration of Ports SE established that it is not appropriate to impose a charge for the control of seals or for the inclusion of a new seal on containers destined for export and import to the concessionaires of the Port of Buenos Aires.
This is what the Resolution 136 / 2018 published this Thursday (10.4.2018) in the Official Gazette.
The regulations indicate that according to the responses provided by the concessionaires of Puerto Buenos Aires, namely, Terminales Río de La Plata SA, APM, Terminals SA and Buenos Aires Container Terminal Services SA respectively, the Placement of seals can be done at the request of the user and/or dispatcher.
Export
Furthermore, in the case of export sealingWhen the exporter consolidates his merchandise, either in a bonded warehouse or at his plant, he does so in the presence of the customs authority who places these elements at the closing of the container, the resolution states.
Likewise, the shipment of said container to the port is carried out with the formal export documentation that contains the data of the container and the exporter, its weight and the seal number.
And upon arrival at the Port of Buenos Aires, the concessionaires verify that the seal is the one declared and an additional seal is placed on the one consigned, this being a supplementary control required by the shipping company and not by the exporter.
Import
Similarly, in the case of containers of the import traffic It is noted that it is mandatory to seal the container at its origin, in order to ensure and protect the integrity of the merchandise it contains.
In this context, the installation of a new seal would have the purpose of delineating the corresponding responsibilities of both the shipping line and the operator, which is why its installation must be the responsibility of the Terminals and/or shipping lines.
In view of this, the resolution signed by the head of the General Port Administration, Gonzalo Mórtola, establishes that It is not appropriate to impose a charge for seal control on containers intended for export and import nor by the inclusion of a new seal.
