The countries Central Americans continue to deploy initiatives aimed at the economic integration of the entire region. The Sectoral Council of Ministers of Transport of Central America (COMITRAN) presented this Monday (20.11.2023/XNUMX/XNUMX) the first Regional Mobility and Logistics Master Plan 2035, according to official sources.
Following the meeting held in El Salvador, SIECA announced that the plan seeks “improve connectivity and equitable territorial development”. This includes 374 regional, subregional and national projects with an estimated initial investment of more than USD 52.5 billion, and is expected to be implemented with the cooperation of the relevant parties to promote prosperity and competitiveness in Central America.
In this regard, the Master Plan seeks to strengthen trade and production relations between countries in the region through 11 Runners Strategic, which will improve internal and external connectivity systems. In addition, the plan includes strategic projects for institutional strengthening at both the national and regional levels.
This undertaking is the result of the “inter-institutional and multi-sectoral participation unprecedented”, which highlights the role of the Ministries of Public Works and Transport of Central America and the Intersectoral Logistics Commission, coordinated by SIECA.
SEICA highlighted that the plan has been built with scientific evidence This study established the demand for transportation, as well as the commercial trends for strategic products from Central America, based on interviews with leaders and key players, trade statistics, traffic counts, surveys of origin and destination of cargo, surveys of transporters of merchandise and goods, as well as cargo owners.
It also raises the core objectives of the Master Plan. Namely: developing a robust, competitive, safe, resilient and redundant regional intermodal transport system; creating a transport and logistics network that contributes to territorial development, economic productivity and regional integration; increasing the efficiency and quality of transport, mobility and intraregional logistics; and promoting efficient and sustainable solutions to urban logistics to address traffic congestion problems resulting from freight transport in cities.
It also takes into account the global challenges such as climate change, being consistent with the Sustainable Development Goals (SDG) and Digital Transformation (DX). The comprehensive assessment of strategies and projects, both at regional and subregional levels, is an innovative contribution, since the Harmonization between neighboring countries is particularly important for building a multimodal transport system that supports competitive logistics systems throughout the region. This is intended to boost trade and the exchange of goods, reduce transportation times and costs, improve transport capacity and quality, and promote regional economic integration.
Thus, the Master Plan includes actions aimed at reducing the risk of disasters and mitigating the impact of natural phenomena on transport infrastructure in the region. To this end, the plan was based on a strategic environmental assessment, which identified the most vulnerable areas in the region, as well as the protected areas of each country to build resilient and sustainable infrastructure.
SIECA clarified that the Plan has a character «non-binding indicative»", since it aims to constitute a reference framework at the regional level to coordinate and articulate efforts between governments around a portfolio of projects in regional mobility and logistics.
«The idea and basic concept of the Regional Master Plan for Mobility and Logistics 2035 is that it is seen as a living document "subject to extensions, updates and improvements, and implemented with the cooperation of the relevant parties, taking into account its comprehensive approach and the limitations encountered," SIECA stressed.
