The Secretariat of Industry and Commerce, dependent on the Ministry of Economy, arranged a Key update of the regulatory framework applicable to the automotive sectorFrom now on, the 52 auto parts and/or safety elements listed in Annex C of Decree No. 779/1995 may only be marketed in the country if they have the corresponding Certification License issued by a competent Technical Body.
According to Resolution 222 / 2025, published this Friday (13.06.2025) in the Official Gazette, the measure applies to both nationally manufactured and imported products, and aims to modernize the current regime, adapting it to technological advances, reinforcing the traceability, the road safety and transparency for end users.
Amongst the relevant aspects For foreign trade operators, the rule establishes that, for the purposes of import, operators must:
- Declare the technical information of the goods at the time of Import Clearance in the MALVINA Computer System.
- This information, detailed in document IF-2025-60721901-APN-SSGP#MEC (an integral part of the resolution), will be considered a sworn statement.
- The use, purpose and compliance with the safety conditions required by Annex C of Decree 779/95 must be stated.
In this way, the importer assumes technical and legal responsibility on compliance with the applicable security regime.
Certifying bodies, elements achieved and additional obligations
The standard defines the Certification License as "the technical instrument that certifies compliance with specific safety standards by the evaluated auto part." It may be issued by:
- Organizations recognized by the ONU (TRANS/WP.29/343)
- El INTI
- El iram
- Certifiers accredited by the Argentine Accreditation Body (OAA)
- Organizations with international recognition before ILAC
- Testing laboratories accredited under ISO 17025
The resolution reaches a total of 52 auto parts, among which the following stand out:
- Tires
- Seatbelts
- Triangular retroreflective beacons
- Brake pads and bands
- Protective helmets for vehicular use, among others.
One of the main novelties of the regime is the mandatory incorporation of a Visible QR code, with information about the manufacturer or importer, the product identification, and the corresponding certification. The code must be on the product or its primary packaging and must be easily read by the user.
The deadline to comply with this obligation is 180 calendar days from the publication of the regulation.
Resolution 222/2025 is part of a broader government strategy to strengthen the competitiveness of the Argentine automotive sector through harmonization with international standards and the implementation of verifiable and traceable technical requirements.
For foreign trade operators, this implies new responsibilities in terms of documentation, logistics, and declarations. Therefore, it is recommended to read it carefully and coordinate appropriately with certifying agencies, customs brokers, and suppliers to avoid any issues or delays in entering the local market.
