The Argentine National Single Window Regime for Foreign Trade (VUCEA) has incorporated the processing of advance rulings of origin, within the framework of the digitization process of foreign trade, as reported by the Customs Collection and Control Agency (ARCA).
The measure was made official through the General Resolution 5859/2026, Published today (05.06.2026) in the Official Gazette, and will come into effect ten (10) days after its publication.
Implementation in the VUCEA system and the SIM
In accordance with the provisions of ARCA:
- The advance resolutions of origin, issued by the Secretariat of Industry, Commerce and Small and Medium Enterprises within the framework of Resolution No. 26 of last April, will be processed through the Argentine Foreign Trade Single Window Regime (VUCEA), through the “LPCO Reception Service”, with automatic validation in the MALVINA Computer System (SIM).
- Your declaration must be made at the time of the officialization of imports for consumption, integrating into the digital circuit of documentation and customs control.
- ARCA will send information to the enforcement authority and the Special Temporary Executive Unit VUCEA regarding related operations.
- The physical presentation of the advance ruling of origin will not be required. When registering the customs declaration, the code of the corresponding administrative act (LPCOVUCE0042) will be reported, with a single authorization per item.
This implementation reinforces the automation and digitization of foreign trade management and customs control processes through integration between the VUCEA and the MALVINA Computer System.
