Brazil and Peru strengthen customs cooperation to promote secure supply chains

Peru's National Superintendency of Customs and Tax Administration (SUNAT) and Brazil's Federal Revenue Service (Receita Federal do Brasil) signed a Memorandum of Understanding (MoU) on Thursday (March 19, 2026) in Lima, aimed at strengthening and expanding bilateral customs cooperation, with the goal of promoting secure supply chains and facilitating the flow of international trade. The Brazilian tax authority announced the signing in an official statement.

The instrument was signed by the special secretary of the Federal Revenue Service, Robinson Sakiyama Barreirinhas, and the national superintendent of SUNAT, Javier Franco Castillo, and establishes a framework for collaboration focused on information exchange, mutual assistance, technical training and joint operations, with the aim of strengthening customs control, combating illicit activities and facilitating bilateral foreign trade.

Logistical integration and projection towards the Pacific

The signing of the Memorandum is part of the consolidation process of the Rondón Quadrant Route, a strategic corridor that includes the entirety of the Brazilian states of Acre and Rondônia and areas of Amazonas, Mato Grosso and Mato Grosso do Sul, connecting Brazil with Peru, destined for ports on the Pacific Ocean.

In this context, the agreement takes on special relevance given the development of the logistics corridor that links Brazil with the Port of Chancay, in Peru, projected as a new port hub oriented towards direct access to Asian markets.

During the first half of March, the Brazilian Federal Revenue Service (Receita Federal) conducted a technical survey on the potential of this route, identifying that the corridor could significantly enhance Brazil's competitiveness in the Asia-Pacific region. The study highlighted that strengthening bilateral cooperation instruments is key to ensuring the interoperability of customs systems, the security and fluidity of foreign trade, and improved operational coordination between border customs offices.

According to the Brazilian agency, these advances will increase the efficiency of controls and consolidate a suitable regulatory environment for the full and safe operation of the new trade route.

Extended customs cooperation

To that effect, the Memorandum establishes permanent mechanisms for joint work between SUNAT and the Federal Revenue Service, which include:

  • exchange of information for the prevention and combating of illegal activities;
  • bilateral training programs, workshops and internships;
  • exchange of techniques and best practices in customs matters;
  • possibility of joint binational operations on land, river and air borders;
  • Designation of official contact points for direct and continuous communication between authorities.

The agreement also reinforces existing commitments under multilateral instruments such as eThe SAFE Framework of the World Customs Organization (WCO) and other international customs integration initiatives promoted by Brazil.

Institutional agenda and regional cooperation

During the official visit, the Brazilian delegation held meetings with Peruvian authorities from the Ministry of Foreign Affairs, the Ministry of Foreign Trade and Tourism, Senasa, the Ministry of Transport and Communications, and Provías.

In anticipation of the upcoming consolidation of the Port of Chancay as a key logistics hub for access to the South American PacificBoth countries are making progress in adopting modern instruments of control, security and customs cooperation, anticipating the growth of regional trade.

According to the Federal Revenue Service, the Memorandum will improve the predictability and legal security of bilateral trade, strengthen the Brazil-Peru border, and prepare both administrations for the increased flow of trade through the Amazonian bi-oceanic corridor, reinforcing regional integration with routes to Asia.
