The Customs Regulation and Control Agency (ARCA) has made official the elimination of the payment on account of the Tax for an Inclusive and Solidary Argentina (COUNTRY) in import operations, as stated announced yesterdayThis tax, established by Law No. 27.541, was applied to certain regimes Importation in accordance with paragraphs b) and e) of article 13 bis of Decree No. 99/2019The tax, calculated on the declared FOB value, had to be paid by importers at the time of officializing the customs destination.
The decision of ARCA, formalized by the General Resolution No. 5604/2024 The Communication “A” 26.11.2024 of the BCRA, published in the Official Gazette today (8118/21/2024), is part of the recent provisions of the Central Bank of the Argentine Republic (BCRA). BCRA Communication “A” 30 stipulates that access to the foreign exchange market to make payments for imports made official as of October 23, 2024, will only be possible XNUMX days after the customs registration of the goods. Considering that the PAÍS Tax will expire on December XNUMX, XNUMX, this regulation implies that payments related to said operations will be made once the tax expires.
In light of this situation, ARCA has decided to cancel the payment on account of the PAÍS Tax, previously established by General Resolution No. 5.393 (AFIP) and its amendments. This measure aims to facilitate compliance with the new provisions on foreign trade and is effective immediately.
