The Federal Public Revenue Administration (AFIP) made official the increase in the perception on account of the taxes on Income and Personal Property for operations that are applied to the operations covered by the "Tax for an Inclusive and Solidary Argentina (PAIS), whose aliquot will go from 35% to 45%, starting this Thursday (14.07.2022).
This is established by the General Resolution 5232/2022, published in the Official Gazette, the text of which explains that the decision seeks to "sustain the redistributive drive of fiscal policy and in the face of the manifestation of the tax capacity of different economic sectors, mainly those that can make certain expenses in foreign currency."
According to the AFIP statement – released last night – all card payment transactions in dollars will be included in the new rate, including those related to cash withdrawals or advances made abroad.
Purchases made through portals or virtual sites, as well as payments for services provided by non-residents in the country that are paid for using cards, are also included.
Also included are the acquisition of services abroad contracted through travel and tourism agencies - wholesale and/or retail - in the country; and the acquisition of land, air and water transportation services for passengers destined for outside the country, to the extent that the exchange market must be accessed to cancel the transaction.
The AFIP clarified that the exchange rate of the so-called "solidarity dollar" or "savings dollar" will continue to be - based on today's closing price - $223 (official dollar plus the 30% surcharge of the PAÍS tax and the advance payment on account of the Income Tax of 35%).
While the exchange rate for the “dollar card abroad” would be $237,85, based on today's closing price.
The official agency indicated that if the income received by a taxpayer exceeds the amount to be paid for Income and Personal Property, the surplus will be reimbursed.
As for the self-employed, freelancers, employees and retirees who carry out operations in foreign currency but who are not subject to the Income and Personal Property taxes, they may request a refund of the amount received.
"The refund of these amounts will be subject to the control and inspection actions of the AFIP, which will take place once the presentation of the tax returns for both taxes has been completed," the tax agency stressed.
