Peru adds nine procedures to the Single Window for Foreign Trade

The Ministry of Foreign Trade and Tourism (Mincetur) of Peru reported this Wednesday (29.12.2021/XNUMX/XNUMX) that nine new procedures have been incorporated into the Port Component of the Single Window for Foreign Trade (VUCE), benefiting maritime agents and companies nationwide. 

These procedures are distributed in six procedures and a service of the Ministry of Transport and Communications (MTC); and a procedure and a service of the Ministry of Production (Produce).These procedures are incorporated into the VUCE, as detailed Ministerial Resolution No. 206-2021-Mincetur and Ministerial Resolution No. 213-2021-Mincetur

The administrative procedures and services of the MTC correspond to: 

  • Operating permit to provide maritime, maritime-river and lake transportation services for cargo and passengers.
  • Operating permit to provide river freight and passenger transportation services.
  • Operating permit to provide river transport services with own logistical support and social support.
  • Operating permit to provide aquatic tourist transportation services.
  • Authorization to increase or replace the river transport fleet, whether for cargo, passengers, own logistical support, social and tourism support.
  • Licensing of general agencies
  • Authorization to reduce the river transport fleet, whether it be cargo, passengers, own logistical support, social and tourism support.


This will allow shipowners to reduce the time and transfers previously spent on these procedures. Likewise, notification to the MTC through a courier will no longer be necessary when this procedure is handled, since it will be done through the VUCE, which reduces the service time. On the other hand, Produce's procedures correspond to an administrative procedure for authorization of foreign-flagged vessels for the transfer of hydrobiological resources in a bay or port; and an administrative technical inspection service.

With these new additions, the Port Component of the VUCE totals 20 procedures. 

Port component of the VUCE

The port component allows for the carrying out of procedures or requests for information from the competent entities for the reception, stay and dispatch of ships dedicated to commercial traffic, on international or cabotage voyages, in the country's ports.

In addition, it allows for the carrying out of administrative procedures for obtaining operating licenses, permits, authorizations and others for the operation of port service providers.

So far this year, this component has generated 268 Single Port Call Documents (DUE) that include processes for the arrival and departure of a ship. The distribution by national ports shows that the port of Iquitos represents 303% of the processes carried out; the port of Pucallpa, 25%; the port of Callao, 18%; the port of Yurimaguas, 17%; the port of Nauta, 12%, and the rest of the operations of other ports represent 10%.

The procedures it houses correspond to 5 competent entities: the National Port Authority, the Callao Regional Health Directorate, the General Directorate of Captaincies and Coast Guard, the Ministry of Production and the Ministry of Transport and Communications. So far this year, the Port Component has generated S/. 53,6 million in savings in resources, travel and management time.
