According to information published on the site official of the National Customs Directorate of Uruguay, the sessions of the Council of the World Customs Organization (WCO) culminated on Saturday (30.6.2018) with the re-election of its national director of Customs, Enrique Canon, as president of the Council, the highest body of the WCO.
This body was established in order to ensure the Greater harmony and uniformity in the customs systems of the 182 countries Member and, in particular, to study the problems inherent in the development and improvement of customs techniques and legislation.
While the functions identified by the founding Convention remain broadly relevant, the text notes, global developments in trade, transport and technology have had a significant impact on the Organization's activities over the years.
Main Products
Currently, the main results of the Council are the following:
(a) To examine and, where appropriate, approve the work carried out by the technical bodies of the Organization, including the preparation or modification of WCO instruments;
B) Review, on the basis of written and oral reports from the Secretary-General, the progress made during the previous twelve months with the implementation of the Organization's three-year rolling Strategic Plan;
(C) Direct the future work of the Organization, including through the review, finalization and adoption of the Strategic Plan, prepared annually by the Secretariat and submitted to the Council after preliminary consideration by the Policy Commission;
D) Examine and decide on policy issues submitted to it by the Policy Committee;
E) Interpret the provisions of the Founding Agreement;
F) Provide a forum for the exchange of high-level information, views and experiences on current customs issues;
(G) Taking budgetary and financial decisions on the basis of recommendations submitted by the Finance Committee (in particular, releasing the Secretary-General from his financial management responsibilities for the previous financial year, taking note of the audit report and the follow-up action, appointing auditors and adopting a Decision concerning the budgetary and financial arrangements for the next financial year, including the level of Members' contributions);
H) Adopt amendments to the Staff Regulations and Rules of the Secretariat;
I) Elect the President and Vice-Presidents of the Council, the members of the Policy Commission and the President, Vice-President and members of the Finance Committee;
J) Appoint the Secretary-General and the Deputy Secretary-General of the Organization, and nominate the Directors for appointment by the Secretary-General;
K) Adopt the Organization's meeting calendar for the following year.
