New guidelines for the implementation of OAS and ARM programs published

The World Customs Organization (WCO) has published new Guidelines on the Authorized Economic Operator (AEO) Customs Validator and the Strategy for complementary Mutual Recognition Agreements (MRAs).

These are two key documents that provide detailed guidance and support for the implementation of AEO and MRA programmes in a more effective and harmonized complementary manner at the global level, the statement said.

AEO Customs Validator

La AEO Customs Validator Guide is mainly intended for to build capacity in customs administrations with regard to the process of validation of Authorized Economic Operators, in particular, the provisions related to security and management policies.

Also, the material can be utility to the private sector to better understand and prepare for AEO validation, thus contributing to greater transparency and predictability in the AEO certification process, leading to greater trust between customs and economic operators.

This Guide also aims to: contribute to the harmonization of OAS programs worldwide, facilitating the negotiation of MRAs.

Strategy for ARM

While the ARM Strategy Guide has as purpose assist in the implementation thereof.

The document adopts a comprehensive strategic approach, establishing a clear vision and a roadmap with a set of activities to be undertaken to achieve the predefined objectives in terms of planning, negotiation and implementation of MRAs with the partner Customs administrations.

In addition, they are established key enablers required for successful negotiation and implementation of MRAs, including working examples and best practices.

It is also recommended that regional or plurilateral approachl for MRAs as the way forward. This approach could reduce or even eliminate the need to negotiate and implement bilateral MRAs and the associated administrative costs required in that process.
