OMA publishes the 2018 edition of the SAFE Framework

The World Customs Organization (WCO) has published the 2018 edition of the SAFE Framework, after it was approved by the Council, the WCO's highest decision-making body, at the end of June. 

The Framework provides core international standards for securing and facilitating global trade. It is updated every three years to ensure it remains relevant and reflects new opportunities, challenges and associated solutions.

Product

This unique instrument, launched in 2005, marked the beginning of safety standards of the modern supply chain, heralding the beginning of a new approach to end-to-end management of goods crossing borders, while recognising the importance of a closer partnership between Customs and business.

New edition

The 2018 version increases objectives from the SAFE Framework with regard to strengthening cooperation between customs, for example through exchange of information, mutual recognition of controls, mutual recognition of Authorised Economic Operators (AEOs) and mutual administrative assistance. In addition, it calls for enhanced customs cooperation with government agencies charged with regulatory authority over certain goods (e.g. arms, dangerous materials) and passengers, as well as with entities responsible for postal issues. The new edition also includes a comprehensive list of AEO benefits with guaranteed minimums.

El Updated SAFE Framework offers opportunities for Customs, relevant government agencies and economic operators to work towards a common goal of improving supply chain security and efficiency, based on mutual trust and transparency.

On this occasion, the Secretary General of the WCO Dr. Kunio Mikuriya said:

 "All WCO Members and stakeholders should deepen the implementation of the SAFE Framework and its associated tools in an effective and harmonized manner to further strengthen supply chain security and facilitation, building on the lessons learned so far and the new opportunities outlined in the 2018 edition of the Framework."

The WCO, through its Columbus and Mercator Programmes and a range of SAFE Framework tools, will continue to provide technical assistance and capacity building support to Members and stakeholders to facilitate the implementation of the Standards set out in the SAFE Framework, as well as the AEO and other related programmes.
