AFIP implements electronic waybill for the transport of grain derivatives

The Federal Public Revenue Administration (AFIP) implemented the digitalization of the documentation necessary to transport grain-derived products, through the Joint General Resolution 5235/2022 with the Ministries of Transport and Agriculture, published today (19.07.2022) in the Official Gazette.

The legislation extends the use of the electronic waybill to 94 by-products such as flours, oils and balanced foods.

The tool makes the activity more transparent, simplifies procedures for the different actors and improves the supervision of the sector.

The regulation is complemented by two other regulations also published today in the Official Gazette, which adapt the Simplified Agricultural Information System (SISA) to facilitate the use of the instrument among all links that form part of the chain of derivatives of agricultural products.

In Joint General Resolution 5233/2022 of the AFIP, the National Service of Health and Agri-Food Quality (Senasa), the National Institute of Seeds (Inase) and Agriculture, A new category is incorporated into the SISA registry for all operators involved in the marketing chain of grain by-products.

For its part, the General Resolution 5234/2022 of the AFIP establishes the Mandatory registration in this new SISA category to producers, owners of rural properties and transporters who are part of the chain.

In this way, these two regulations complement the joint resolution that establishes the requirements and mechanisms to request the Electronic Waybill for Grain Derivatives and the conditions for its delivery by the authorities to enable the transport of products such as flour, oil or balanced feed.

The digitalization of the document allows the dismantling of unregistered movements to limit irregular operations and strengthens the control capabilities of the federal forces dependent on the Ministry of Security on roads throughout the country.

The changes will come into effect on December 15 of this year and will be mandatory from March 1, 2023.

The extension of the mandatory use of electronic waybills for the transportation of grain products by car or rail within the country was announced yesterday during a meeting attended by the head of the AFIP, Mercedes Marcó del Pont; and the Ministers of Transport, Alexis Guerrera; of Agriculture, Julián Domínguez; and of Security, Aníbal Fernández.

The digitalization of the documentation required to transport grains and their derivatives is a process that began last year with the implementation of the consignment note.

Replacing paper forms reduces the possibility of tax evasion while improving traceability and oversight in the sector.

The electronic waybill is the result of joint work between AFIP and the Ministries of Transport, Agriculture and Security.

The changes will come into effect on December 15, 2022, and will be mandatory from March 1, 2023.

The process of requesting, uploading and issuing the receipt for the transfer of flour, oils and balanced feed, among other products, will be done online in a single step and in a single application.

Electronic consignment notes are not reusable and have a barcode and QR code that allow viewing the origin and destination data of the cargo, which are essential for en-route controls carried out by the various security forces.
