The national government set new guidelines that will be taken into account to enable beef exports in 2022, through the Decree 911/2022.
According to the aforementioned decree, published this Monday (03.01.2022/31/2023), the definitive and/or suspensive export of Whole carcasses, half carcasses, forequarters and hindquarters with bone, incomplete half carcasses with bones and incomplete forequarters with boneso.
It is also established that the “preferred cuts” for the domestic market (fresh, chilled or frozen) will be “limited” also until December 31, 2023, inclusive. It should be noted that these cuts are: roast with or without bone, skirt, flank, topside, rump, shoulder and flank.
The regulations state in the recitals that "it is necessary to build a public policy for the meat chain in order to increase production, livestock stock and average slaughter weight, generating predictability for the producer, and also increasing exportable volumes."
He added that the measures in place "contribute to creating a balance between the Argentine market and the export of meat products."
Meanwhile, Resolution 301 / 2022 of the Ministry of Agriculture, Livestock and Fisheries provides that lThe meat processing plants or establishments that were awarded export quotas in June of last year must register Meat Export Operations Declarations (DJEC) during 2022.
Only two types of meat can be freely sold abroad, without having to go through this procedure with the authorities: type D or E beef, and type bull. Likewise, the export of bones with meat resulting from butchering is completely exempt.
Also exempt from these restrictions are tariff quotas granted by third countries, such as the Hilton quota or the export quota to the United States, which "will be governed by their respective regulations," the resolution states.
Regarding the DJEC, among other requirements, the Government establishes that “in order to declare the tons, the boxes packed with the meat cuts must be in storage at the time of submitting the DJEC” and that “only those slaughterhouses that have an active “Classification and Typification Service under Official supervision” and are up to date with the daily information on the meat products may submit the DJECs.
Within this framework, the Government will have a minimum administrative period of five working days to approve the DJECS.
In parallel, the resolution of the agricultural portfolio also creates the "Beef Production Observatory", a consultative body that will have the purpose of providing advice to increase productivity, provide predictability and confidence to the producer and generate an adequate business environment.
Its functions will be to analyze the evolution and composition of cattle stocks, analyze the evolution and composition of cattle slaughter and meat exports, propose public policies for the development of Argentine livestock and its value chain, evaluate the predictability and sustainability of the promotion and development of Argentine livestock and all public policies related to meat exports, and suggest the composition and projections of beef exports in accordance with the Observatory's reports.
Representatives of Argentine provinces, agricultural sector entities, chambers of the meat packing industry, feedlots, slaughterhouses and suppliers, and exporting producers, the Argentine Beef Promotion Institute, and the Meat Board may participate in this organization.
"The reports produced by the Observatory will be considered by the National Directorate of Agricultural Trade Control when authorizing the volume of beef exports, in order to guarantee the balance between productivity, exports and the Argentine beef market," the regulations state.
On the other hand, in the Resolution 302 / 2021 Registration has been opened for authorized slaughterhouses or processing plants that were not previously authorizedOnly 63 meat packing plants had been authorized in June 2021, which is why the registration of producer groups and new plants is now permitted.
Finally, the Joint Resolution 10/2022 determines that lBeef intended for retail trade must leave the refrigerators in units of up to 32 kg, taking into account at the request of the sector's trade unions. Periods of up to 6 months are granted to comply with these requirements.
