The Ministry of Economy has initiated an expiration and changing circumstances review of antidumping duties on imports of aluminum tubes originating in China. The measure—published this Thursday, November 6— Resolution 1753 / 2025— responds to a request submitted by Aluminium Manufacturers Express SA (AMEX), a national producer of the input.
According to the standard, the investigation covers unalloyed aluminum tubes or tubes made of 3xxx or 6xxx series alloys—as defined by IRAM Standard 681—with an outside diameter of 130 mm or less, including those presented in coils, except for automotive precision tubes known as PDT. This merchandise is classified under tariff headings 7608.10.00 and 7608.20.90 of the NCM.
The current antidumping duties were established in November 2020 and set a rate of 75,52% ad valorem on FOB values for imports originating in China, and of 16,46% for Brazil, for a period of five years.
According to a technical analysis by the National Foreign Trade Commission (CNCE), the risk of repeated damage to domestic industry remains if tariffs applied to China are eliminated. The agency warned of price undervaluation of up to [percentage missing]. 13% compared to the local product and a low level of utilization of installed capacity within the sector, among other factors considered relevant.
On the contrary, the agency determined that No dumping recurrence margins are verified for exports from Brazil, so that origin was excluded from the examination.
Based on this, the Ministry of Economy establishes that The antidumping duty applied to China will not remain in effect while the proceedings are underway.And it communicates that interested parties will have 30 days to submit information to the CNCE, which will assess the existence of dumping and injury during the periods July 2024 – June 2025 and January 2022 – June 2025, respectively.
The review will determine whether to renew, modify, or terminate the current antidumping measure on Chinese imports of aluminum tubes.
