Colombia and Peru exchange best practices and experience in customs laboratory management

A delegation from the Colombian Customs visited Peru to strengthen its capabilities in customs laboratory management, through the exchange of best practices and experiences.

The tour of the SUNAT central laboratory was carried out on 18 y 19 de abril passed within the framework of the Global Trade Facilitation Programme funded by the Swiss State Secretariat for Economic Affairs (SECO) and implemented by the World Customs Organization (WCO).

“During the visit, participants improved their understanding of the challenges to improve testing procedures and implement international laboratory quality standards,” the WCO reported.

He said that during this visit, techniques to combat customs fraud were also analyzed, taking into consideration compliance with Article 5.3 of the World Trade Organization's Trade Facilitation Agreement.

It should be noted that the WCO has developed recommendations as well as a practical manual for establishing customs laboratories. Based on this guide, the SUNAT entity was built in compliance with established international guidelines and standards.

Thus, the SUNAT laboratory received the rating of “regional” by the WCO, being the first to acquire this designation in South America, as it uses best practices, cutting-edge technology and merchandise analysis techniques to combat customs fraud.

It is recalled that, in the customs field, the chemical analysis procedure is not only essential for the correct classification of products in the Harmonized System, but is also key in the detection of dangerous substances, for example: drug precursors, pesticides, chemical weapons, etc. (WCO Press Release)
