Chinese customs speed up clearance of goods

The General Administration of Customs announced today, Thursday (26.9-2018), new measures to speed up the clearance of goods and reduce administrative costs, as part of efforts to facilitate foreign trade.

Clearance documents subject to port verification will be reduced from 86 to 48 by November 1, said Zhang Guangzhi, a senior administration official, at a press conference.

Procedures will be improved, Zhang said, citing measures such as unifying customs, border and maritime inspections, improving spot checks and information disclosure, improving clearance declarations and prioritizing agricultural products.

Facilitation, time reduction and transparency

The administration expects that with these new measures, the time for clearing imports and exports will be reduced by a third by the end of the year compared to 2017. The process will only take 6,15 hours for exports and 48 hours for imports by 2021, half of what it took last year.

Administrative fees will also be lower and more transparent, Zhang said.

Local authorities will publish fee lists before the end of October, and the costs of approving the Container clearance will decrease by at least 100 dollars by the end of the year compared to the previous year.

Chinese customs will continue to promote one-stop clearance and port logistics services will become more intelligent, Zhang said.

80 percent of the main customs transactions will be handled through a single window by the end of the year, a proportion that will reach 100 percent by the end of 2020.
