Brazil's Federal Revenue Secretariat (Receita Federal do Brasil) has simplified procedures related to special customs regimes for temporary admission and export, the government agency reported.

"The improvements will impact a total of around 10,000 declarations registered under the temporary admission regime, with a total value of close to US$ 13,5 billion, and around 14,000 declarations registered under the temporary export regime, with a total value of around $ 4.5 billion (2019 data)," the statement said.

The text also highlights that "in 2019, the temporary admission declarations parameterized in the yellow and red channels were launched in about 10 days. With the changes in effect from now on, it is estimated that the average release time could be reduced to less than a day.

The novelties of the RFB Regulatory Instruction No. 1.989, of November 10, 2020, They are aligned with principles established by important international agreements, such as the Istanbul Convention, the Trade Facilitation Agreement and the Revised Kyoto Convention, which address the implementation of trade facilitation.

With this argument, the government agency explains that "among the assumptions that motivated the changes is the recognition that the clearance of goods subject to special customs regimes or applied in special areas are not, as a general rule, greater than those of any other type of clearance, and there is no need to invest in more resources, whether human or of any other type, in their control or monitoring."

In this way, the changes break with the paradigm that indicates the need to direct 100% of the declarations registered under these regimes to the conference channels, regardless of the performance of risk management or the specific tax relevance of the operation.

According to the Federal Revenue Secretariat, "the measure will allow declarations registered for temporary import and export regimes, in accordance with the parameterization established by risk management, to be directed to the green customs conference channel, in cases where customs clearance of the goods and the granting of the regime will occur automatically, but subject to subsequent review of the requirements and conditions necessary for granting or extending the regime."
