Brazil's Federal Revenue Secretariat (Receita Federal do Brasil) announced on Tuesday (16.11.2021) the launch of the Time Release Study (TRS) for exports nationwide during an event broadcast on its YouTube channel.
The Time Release Study for export in Brazil will have the Support from the World Bank and the World Customs Organization (WCO)as well as a participación of various representatives of the both public sector (Secretariat of Foreign Trade, Brazilian Institute of Environment and Renewable Natural Resources, National Agency for Sanitary Surveillance and Ministry of Agriculture, Livestock and Supply) as private (Alliance for Logistics Modernization of Foreign Trade, depositaries, transporters, intermediaries and exporters), according to the Brazilian Federal Revenue Secretariat.
As the agency added, this unique tool to measure the actual performance of customs activities that are directly related to trade facilitation at the border, “follows the TRS Methodology of the World Customs Organization (WCO) and the recommendations of the Trade Facilitation Agreement.” In this regard, it indicated that this measure “serves to identify obstacles and inefficiencies in the flow of foreign trade” and that “The findings and identification of problems will serve to guide the search for solutions to the main dilemmas that interfere with the agility, facilitation and flow of cargo for export.”
At the opening session of the launch event, WCO Director of Facilitation and Compliance, Oluimo Da Silva, said that “This is an act of progress because of the fact that Brazil launches its second Time Release Study”. He also explained the importance of the instrument in that “it is a diamond to evaluate the progress of customs administrations and the actors involved in import, export and transit movements.” He also highlighted the work with Brazilian customs regarding the Import Time Release Study, which was launched at a time when global trade was completely closed (July 2020), allowing the promotion of this vital instrument to further improve trade facilitation at the border.
It was further noted that in recent years, the tool has gained much attention worldwide and is recommended by the international donor community as a key performance measure to assess and improve the implementation of the WTO Trade Facilitation Agreement.
During the event, the Brazilian authorities announced that the publication and dissemination of the Time Release Study for export will be planned for julio de 2022.
