The national government is implementing new operational guidelines applicable to the systemic presentation of Import Cargo Manifests (MANISIM) and Deconsolidation Manifests for the waterway.
This is established by the General Resolution 4278/2018 of the Federal Public Revenue Administration (AFIP) published this Thursday (19.7.2018) in the Official Gazette.
Objective
The purpose of the reengineering of summary customs declarations, according to the standard, is to advance in the facilitation of procedures related to the arrival of cargo through the incorporation of electronic data interchange relating to merchandise covered by transport documents, the automatic generation and presentation of Import Cargo Manifests (MANI SIM) and the consequent automatic generation of SIM Deconsolidation Manifests.

The obliged subjects are the Carrier's Customs Transport Agent to whom the means of transport belongs or who has the right to use it, hereinafter “ATA MT” (Customs Transport Agent of the Transport Means) and the Transport Agents of the carriers with which their representative has made agreements under the shared warehouse modality, hereinafter "ATA CBC" must transmit the information required by the "Advance Information Module of the General Cargo Manifest (MGC) - Maritime Route" of the MALVINA Computer System (SIM).
The "ATA MT" must transmit the information to the AFIP following the guidelines available on the microsite "Advance Information Module and Reengineering of the General Cargo Manifest-Maritime Route" on the website of this Agency (http://www.afip.gob.ar).
The resolution states that the obligated subject must register in the SIM the date of arrival of the means of transport in each of the customs offices in which it operates.

Likewise, the guidelines for the arrival of the means of transport, the ratification of the authorship of the declaration, the electronic and automatic presentation of the Import Cargo Manifest (MANI SIM), the unloading, the advance information of consolidated loads, as well as for the SIM Deconsolidation manifest are detailed.
Sanction
Non-compliance with the provisions herein will be subject to the following: sanctions provided for by the Customs Code, reports the rule signed by Leandro Cuccioli, which will come into force today.
