The Customs Collection and Control Agency (ARCA) officially incorporated two new procedures into the Argentine National Single Window for Foreign Trade (VUCEA), furthering the strategy of modernizing and simplifying procedures related to foreign trade.

Through General Resolutions No. 5730/2025 and No. 5731/2025, published this Thursday (July 31.07.2025, XNUMX), the use of the VUCEA platform is enabled to digitally manage import authorizations related to valued industrial inputs and food products.

Inputs valued at origin

La General Resolution No. 5730/2025 incorporates into the VUCEA the authorization for the importation of industrial inputs valued at origin, that is, materials derived from the treatment of non-hazardous waste which will be used as input in production processes or as end-use products.

This measure is part of the new regulatory regime established by Decree No. 1/2025, which regulates the permanent or temporary import, as well as the export, of this type of recovered waste. The operating procedure for managing these authorizations was approved by Resolution No. 23/2025 of the Secretariat of Industry and Commerce and is now processed digitally through the VUCEA (Victory of the Ministry of Industry and Commerce).

ARCA will also send information related to customs declarations to the enforcement authority, strengthening the control and traceability of these operations.

Food

For its part, the General Resolution No. 5731/2025 The Argentine Food Code (ANMAT) incorporates into the VUCEA the "Import Authorization" and "Import Notice of Individualized Countries," established by ANMAT Provision No. 537/2025, for products regulated by the Argentine Food Code. From now on, these authorizations are also integrated into the SIM through the "LPCO Reception Service," facilitating their digital management.

Within this framework, ARCA ordered the repeal of Resolution No. 1.946/93 of the former National Customs Administration, along with other complementary regulations related to the import and export of food products, modernizing the procedure that had been in place for more than three decades.

A platform for foreign trade

With these two new additions to the VUCEA regime, the national State advances in its strategy of digitalization of customs procedures. In 2024 a new Information Center was launched, and by 2025 it is expected to advance in developments with artificial intelligence and new platforms for maritime operations (VUMA), with interoperability with SENASA and ANMAT, as well as in the air field, through the VUA. As announced by Eugenia Rodríguez on April 3, 2025, during a sseminar for Argentine foreign trade organized by the Shippers' Council of the Argentine Republic, The Single Window is projected as a central tool in the modernization of foreign trade.

At the moment, the VUCEA now allows you to manage more than 400 procedures online. and provides complementary tools Such as FOB value calculators, tariff code search engines powered by artificial intelligence, and a history of regulatory changes. Thus, Argentina's single window, aligned with international standards, is consolidated as the platform that simplifies procedures, improves efficiency, and strengthens the competitiveness of foreign trade, promoting transparency and agility in the exchange of information.

Both resolutions will enter into force ten business days after their publication in the Official Gazette.
