ARCA updates the direct transit regime for goods within the framework of ATIT

The Customs Collection and Control Agency (ARCA) put in force An update to the direct transit regime for goods in international land transport, through modifications to Resolution No. 2.382 (ANA) of 1991.

The measure, implemented through the General Resolution No. 5839/2026 and Published in the Official Gazette on Friday, April 24, 2026, this measure falls within the framework of the ALADI Partial Scope Agreement on International Land Transport (ATIT), a common legal framework that encompasses the main administrative aspects of road transport in South America. The ATIT was signed in 1990 by Argentina, Bolivia, Brazil, Chile, Paraguay, Peru, and Uruguay. In this context, the Argentine provision aims to simplify procedures, expedite operations, and strengthen regional integration.

The changes introduce the elimination of specific provisions and the updating of the direct transit scheme, including the simplification of occasional transport and the establishment of customs guarantees as an alternative to traditional procedures in operations destined for other Member States.

The guarantee must cover taxes such as the Common External Tariff, the Statistical Fee, VAT and other tax concepts, according to the value declared in the MIC/DTA.

In certain cases, the regulations also allow for dispensing with the intervention of a customs broker., in order to expedite international land trade.

The organization emphasized that the measure is aimed at improving operational efficiency and strengthening coordination within the framework of ALADI and MERCOSUR.
