The Uruguayan government announced this Wednesday (July 09.07.2025, XNUMX) a set of measures to facilitate foreign trade, reduce costs, and attract investment. The measures were presented by the Ministry of Economy and Finance (MEF) and are part of a regulatory improvement policy.
The plan is based on seven axes:
- Review liens
- Replacing certificates with declarations
- Eliminate administrative licenses
- Digitize procedures
- Optimize instruments
- Improve registries of regulated products
- Make some mandatory interventions optional
The initiatives stem from the work carried out since the beginning of the administration, with meetings between officials, private sector representatives, and experts.
According to official estimates, the impact will be significant: Foreign trade costs will be reduced by about $20 millionThe measures affect 75% of the 800.000 documents generated each year. Of that total, 25% will be eliminated, 29% digitized, 7% replaced with declarations, and 15% improved.
Among the main decisions They stand out:
- 20% reduction in the LATU tax on exports
- Elimination of the ANSE tax on maritime imports
- End of differentiated advance payments of IRAE and VAT on raw materials
- Self-certification of origin and elimination of negative certificates
- Digitization of phytosanitary certificates and land cargo documents
- Simplification of the extension of temporary admission and implementation of the drawback
- Relaxation of the Customs Broker requirement for operations under USD 15.000 for export and USD 10.000 for import and transit
Authorities emphasized that these measures aim to make foreign trade more efficient, without losing control or traceability.
The presentation was led by Isabella Antonaccio, National Director of Free Trade Zones; Juan Labraga, Director of the Trade Policy Advisory Office; and Álvaro Lalanne, Foreign Trade Advisor to the Ministry of Economy and Finance.
