The Ministry of Economy, through the Secretariat of Industry and Commerce, has published the Resolution 274 / 2024, which represents a step towards deregulation and simplification of the regulatory framework for the marketing of bicycles and their components in the country.
Published this Friday (13.09.2024), this new regulation, repeals Resolutions Nos. 220 of December 23, 2003 and 281 of May 10, 2018, which established mandatory certification of essential safety requirements for the manufacture, importation and marketing of new bicycles in the country.
Along these lines, the measure also aims to align national regulations with international standards and comply with the commitments assumed by Argentina within the framework of the Agreement on Technical Barriers to Trade (OTC) of the World Trade Organization (WTO); this agreement seeks to prevent technical requirements from becoming unnecessary barriers to international trade.
According to the government, in a comparison with nine countries (England, Spain, Mexico, Uruguay, the United States, France, Brazil and Chile), Argentina is the country with the second most expensive bicycles. For example: the 29-inch Mountain Bike model costs $549.000 in Argentina, while in France it costs $261.485 and in the United States it costs $244.333 (converted to Argentine pesos).
In addition, Argentina is the fourth country in Latin America and the Caribbean that imports the fewest bicycles per person out of 37 countries. In recent years, on average, the number of imported bicycles has hovered around 10% of total consumption.
In response to the new market needs, the government has stated in the recital that this resolution does not imply a reduction in controls over product safety. Instead, it focuses on updating the regulatory framework to adapt it to the current needs of the market. In this way, The goods and services marketed must comply with their specific function and will be subject to the control actions and sanctions stipulated in Law No. 24.240. (Consumer Protection and Defense Standards) and Decree No. 274/19 (Commercial Loyalty) .
In short, the Secretariat of Industry and Commerce hopes to promote the normal functioning of trade and efficient management that facilitates and streamlines the procedures provided for the marketing of bicycles in Argentina.
