The Faculty of Law of the prestigious The University of Buenos Aires (UBA), recognized among the best higher education institutions globally, will host the 10th Customs Law Conference the next Friday 25 2024 October, 15 to 20 hours, in the Blue Room. This in-person event, which will also be broadcast live through the YouTube channel of the Observatory on Tax Criminal Law, marks the tenth edition of a key meeting for the customs legal community in Argentina and the region.
Unlike previous editions, this day will be dedicated to commemorating the «Thirty years of GATT 1994», offering a space for reflection on one of the most influential agreements in international trade. The event will feature the participation of renowned specialists in customs law, who will address topics that will allow attendees to update and deepen their knowledge within a framework of academic excellence.
In dialogue with Customs News, el Dr. Harry Schurig, coordinator of the Conference, commented on the particularities of this edition and its importance for strengthening customs law, ensuring that it will be an outstanding opportunity for students, experts and professionals in the sector.
What comments can you make about the 10th Customs Law Conference?
This new meeting that brings us together annually constitutes an exceptional opportunity to generate contributions to the knowledge and development of Customs Law, which adds to a whole series of activities that the University of Buenos Aires and particularly the Faculty of Law have decided to undertake for a long time.
This is how we have recently achieved the publication of issue 12 of the Debate Magazine entirely dedicated to Customs Law, which joins other volumes prepared in the same line. The usual teaching of the subjects of Customs Law and In-depth Customs Law continues within the framework of the Specialization and Master's Degree in Financial Law and Tax Law under the direction of Dr. Horacio Corti and the incorporation -this four-month period- of the subject Customs Legal Regime and Foreign Trade in the chair of Dr. Juan Manuel Álvarez Echagüe for undergraduate students.
Added to this are, of course, all the commissions issued in the Customs and Integration Law Updating Program directed by Dr. Alfredo Abarca.
The synergy of efforts carried out has on this occasion a new fruit which consists of the X Customs Law Conference, in which we counted on the participation of outstanding speakers in the area and the collaboration of Dr. Eduardo Laguzzi, former President of the Graduate Center of the Specialization in Tax Law.
What is the reason behind the decision to have two committees, one academic and one executive, for the Conference?
The idea is, on the one hand, to allow the greatest possible participation of colleagues and experts who, with their collaboration, will bring prestige to the X Conference, as well as to multiply efforts so that the activity reaches new recipients each year, thus awakening greater interest in this branch of scientific knowledge, not only in Buenos Aires, the city in which the meeting is held, but also - helped by its transmission on line-, to the rest of the country and especially abroad.
On this occasion, we are proud and grateful to have a distinguished Academic Committee chaired by Dr. Catalina García Vizcaíno, accompanied by Drs. Marcelo Gottifredi and Francisco Menéndez, as well as Drs. Claudio Augusto Gonçalves Pereira and Fernando Pieri, both from Brazil, and Dr. Pablo González Bianchi from Uruguay.
On the other hand, the Executive Committee is composed of Drs. Guillermo Felipe Coronel, Juan Manuel Francia, Eduardo Laguzzi, Lucía López Parga (current President of the Graduate Center for Specialization in Tax Law – UBA), Miguel Ángel Vidal and the undersigned, together with Dr. Flavia Figueredo from Uruguay.
The event has been held for a decade, why will this time be different?
Each year is different, but at the same time, the same line and imprint outlined by Dr. García Vizcaíno since the first Conference is maintained. On each occasion, different topics are addressed, sometimes referring to specific issues that generate a focal interest in the academic community, and other times paying tribute, as when we refer to the National Tax Court, or commemorating certain relevant events, such as the one that motivates us now: the thirty years of the GATT Agreement of 1994.
The speakers change, the number of authorities rotates, the moderators change, but the objective is always the same: to generate a meeting of the highest scientific quality that contributes new ideas to the development of the subject.
What issues of the Day should people pay more attention to?
The entire conference will be of special importance, both for the subject matter involved, which will review the origins of GATT and international trade facilitation, as well as the different stages of its evolution, the difficulties or shortcomings that are currently observed, as well as the perspectives and expectations that the academic community poses for the future.
In addition to the aforementioned authorities, the opening will feature the participation of Dr. Eduardo Mallea, Director General of Customs – AFIP, and Dr. Miguel Licht, President of the National Tax Court, who will introduce us to the topic of the day.
The first panel is dedicated to the “General Principles of GATT. Origins and current impact”, where Dr. Enrique Barreira, one of the most prominent figures in Argentine Customs Law and co-editor of the Customs Code, will speak first; then Dr. Raquel Segalla Reis from Brazil, and the block will be concluded by Dr. Juan Patricio Cotter. The moderator will be Dr. María Noel Lascano.
After the break, we will begin the second panel dedicated to the “Present and future of international trade facilitation”, which will be opened by Dr. Lorena Bartomioli, followed by Dr. Héctor Juárez, and finally Dr. Andrés Varela from Uruguay will take the floor, with Dr. Juan Manuel Francia acting as moderator.
We hope to count on the participation of all those who carry out customs activities through the multiple professions involved, undergraduate and graduate students, as well as those who wish to have a first approach to this fascinating field of legal knowledge.
