By General Resolution 5575/2024, the Federal Public Revenue Administration (AFIP) has decided to update the procedure by which the Boarding Notice of merchandise intended for export. This initiative also includes the definition of the requirements and conditions of the “Dock Operators” (OPMU), responsible for loading and unloading operations at ports, with the aim of optimizing customs control over foreign trade operations.
These changes have been formalized in today's Official Gazette (26.09.2024/1.921/2.570), which states that it is considered appropriate to adapt General Resolutions Nos. 3.022 and 93, their respective amendments and supplements, and to repeal Resolution No. XNUMX/XNUMX (ANA), in order to "improve the quality of the customs service as well as implement the simplification and digitalization of processes that allow promoting voluntary compliance with obligations and improving customs control."
The AFIP bases this measure on the SAFE (Securing and Facilitating Global Trade) Regulatory Framework of the World Customs Organization (WCO). This framework recommends advance information requirements on the movement of loadsThis seeks to facilitate international trade and increase certainty and predictability in the global logistics chain.
Furthermore, in order to reduce costs and shorten the time required to export and import goods, the SAFE framework places emphasis on simplifying documentary requirements and modernising and harmonising customs procedures, promoting more efficient and agile trade.
Thus, this General Resolution is effective immediately and the implementation of its provisions will be carried out according to the schedule that will be available on the “Shipping Communication” microsite of the website of this Federal Administration (https://www.afip.gob.ar).
