The World Customs Organization's (WCO) Smart Customs Project has published a comprehensive report on the adoption of Artificial Intelligence (AI) and Machine Learning (ML) technologies in Customs administrations. This 59-page report, organized into 13 sections, offers a comprehensive analysis, prepared by international experts, on how these innovative technologies are transforming Customs management globally.

Artificial Intelligence enables machines to perform tasks that traditionally require human intelligence, such as problem-solving, decision-making, and learning from experience. Within this area, Machine Learning enables systems to continuously improve based on historical data without the need for explicit programming.

Customs is leveraging these technologies to automate routine processes, optimize resource allocation, improve risk assessment, detect fraud, and streamline customs clearance. AI is especially helpful in complex and dynamic contexts such as international trade, which faces constant challenges due to technological evolution and increasing digitalization.

Key findings of the report:

– Current Trends: The use of advanced AI, including generative AI and linguistic models like GPT-4, is significantly improving operational efficiency in Customs by facilitating tasks such as document classification and automatic anomaly detection.

– The human factor: The Human-in-the-Loop (HITL) approach is essential to ensuring that decisions made by artificial intelligence are transparent, ethical, and compliant with legal regulations.

– International regulatory framework: There is a diversity of regulatory approaches to AI globally. While the European Union implements strict regulations with its Artificial Intelligence Act, other countries such as the United States and Japan prefer more flexible regulatory frameworks to foster innovation. At the international level, the UN and the OECD have strengthened their collaboration on AI governance, with the OECD updating its AI Principles to promote responsible development. The G7 and G20 have established key recommendations, including security principles and a voluntary Code of Conduct. In March 2024, the UN General Assembly passed a resolution on the safe and ethical use of AI, while UNESCO, since 2021, has committed its Member States to applying ethical principles in its development.
