The National Government established Technical specifications for the forestry use of products for the export of palo santo species, through the Resolution 59 / 2021.
The decision of the Ministry of Environment and Sustainable Development, published this Friday (12.03.2021/XNUMX/XNUMX) in the Official Gazette, has taken into consideration the background of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), of which Argentina is a party through law 22.344.
The regulations state: “CITES establishes the minimum requirements that must be met for the international trade of species, taking into account that the Palo Santo species is included in Appendix II of the Convention, and has determined that for the export of said species, the Non-Detrimental Extraction Opinion (DENP) must be processed before the National Forest Directorate, in accordance with the Technical Specifications for the forestry use of products for the export of forest species contained in Appendix II of the Convention, which as Annex I forms an integral part of this Resolution.”
Furthermore, criteria for allocating quotas will be applied, control and monitoring procedures for interventions that result in products for export from the aforementioned forest species; will be considered by the Scientific Authority for the purposes of issuing a Non-Detrimental Extraction Opinion (DENP).
To this end, the National Forest Directorate will be in charge:
a) Analyze sustainable management plans and land use change plans prior to their execution.
b) Verify on site the data provided by those responsible for the interventions and supervise the permit granting process.
c) Check the execution of the approved activities to verify the origin and traceability of the products.
d) Coordinate actions with the corresponding provincial bodies, as well as with the holders of the various Plans, the technicians who endorse them and/or other intervening actors, as the case may be.
e) Carry out any other action that has the ultimate goal of ensuring the survival of the Palo Santo species.
It is worth remembering that palo santo has had a high demand and value in the international market in recent decades. Due to excessive exports and the absence of management plans to ensure its conservation, this forest species ended up being included among the endangered species.
