The countries of the Andean Community (CAN) presented last week (28.04.2022/XNUMX/XNUMX) a strategy that seeks to carry out digital transformation throughout the region and contribute to economic recovery in the countries of the bloc: Peru, Bolivia, Colombia and Ecuador.
This strategy corresponds to the ”Andean Digital Agenda" which contemplates five pillars: Digital government and digital transformation, infrastructure and connectivity, digital talent, digital economy and new technologies.
Among the actions included in the primer pillar referred to Digital government and digital transformation, the CAN seeks to promote the digitalization and automation of procedures through electronic signatures, electronic payments, the citizen mailbox for notifications, as well as through interoperability agreements between countries.
It also seeks to unify cross-border procedures under a common standard, promoting the development and use of free software for government solutions.
Additionally, it aims to promote cybersecurity and/or information security, adopting international standards and establishing a network that promotes collaboration between national centers to manage digital security incidents, as well as the establishment of regional guidelines for data opening in the Andean countries.
Another action in this area is to create a digital library with the regulations issued by the countries.
El second pillar describes the actions linked to infrastructure and connectivityThus, countries will determine Andean broadband guidelines in terms of upload and download speed and latency, and will analyze harmonizing this definition in their territories.
In addition, a diagnosis will be made of the current status of coverage, access and use of telecommunications services in rural areas and places of preferential social interest, with emphasis on the Amazon region of the Andean countries, for joint projects for the purposes of connectivity.
Regarding third pillar referring to digital talent, The Andean countries are seeking to jointly develop training programs to develop digital skills and create digital learning communities, in addition to signing bilateral agreements to promote collaborative work platforms and conducting a study to close the digital talent gap in the bloc.
As to fourth pillar, the era of digital economics.The roadmap aims to develop actions that guarantee the inclusion of all vulnerable people and populations, as well as develop strategies for the adoption of new 4.0 technologies in micro, small and medium-sized enterprises (MSMEs).
On the other hand, the aim is to promote an agile and flexible regulatory environment that encourages the development of innovation, the collaborative economy and high-impact ventures in the Andean countries. In this way, guidelines will be promoted for the creation of regional data markets.
Finally, for the implementation of the fifth pillar, the four countries will seek to promote new technologies. for sustainable development such as artificial intelligence, blockchain, the Internet of Things and data science, among others. At the same time, they will stimulate the adoption of regulatory frameworks and public policies that encourage the use and appropriation of these technologies of the fourth industrial revolution.
The announcement of the "Andean Digital Agenda" was made within the framework of the twenty-ninth meeting of the Andean Committee of Telecommunications Authorities (CAATEL) in Quito, Ecuador, the country that holds the Pro Tempore Presidency of the CAN.
