A few days ago, the Brazilian government reported that President Luiz Inácio Lula da Silva held a conversation with his French counterpart, Emmanuel Macron, in which both leaders agreed to "finalize the dialogue" for the signing of the MERCOSUR-European Union (EU) Agreement before the end of this semester. Brazil, which assumed leadership of the bloc during the second half of 2025, is leading this period of change, in which the international negotiation agenda has acquired increasing importance.
In the context of trade tensions generated by US tariffs, the talks with France are part of the bloc's strategy to strengthen its external relations. While they did not offer further details, they highlighted the conclusion of the MERCOSUR-European Free Trade Association (EFTA) Agreement and negotiations with new partners such as Japan, Vietnam, and Indonesia. The conclusion of the MERCOSUR agreement with the EU is expected to be notable for its impact on trade, investment, and regional competitiveness.
The statement adds that both Lula and Macron reiterated their defense of multilateralism and free trade and its intention to "promote greater cooperation between developed countries and the Global South."
Joint action
The two leaders also discussed COP30, which Lula described as "the COP of truth, where it will be clear which countries believe in science." He also highlighted "the ambition of the Nationally Determined Contributions (NDCs) presented by Brazil." Macron reiterated "his support for holding the Summit in Belém" and confirmed his attendance at the event, underscoring the importance of the meeting for global climate action.
The leaders discussed peace in Ukraine, highlighted "Brazil's role in the Group of Friends of Peace," and agreed to strengthen "international and bilateral defense cooperation."
