Argentina and the European Union (EU) began this Monday (19.04.2022/XNUMX/XNUMX) the Electronic phytosanitary certification for the export of products and by-products of plant origin from our country to any of the 27 nations that make up the community bloc.
In a statement, the Ministry of Agriculture, Livestock and Fisheries indicated that "in this way, with the first shipments that were made today from the port of Buenos Aires, dried plums and wood to Spain, and fresh lemon to the Netherlands, the EU is joining the use of the Electronic Phytosanitary Certificate (e-Phyto), which in our country is issued by the National Service of Agri-Food Health and Quality (Senasa)».
Argentina already uses electronic phytosanitary certification in the exchange of plant products with Chile, the United States, Sri Lanka, Costa Rica, Paraguay and Jamaica.
"With the addition of the European Union to the other destinations with which we are already working with this system, our country now has more than forty percent of its exports certified electronically," said the president of Senasa, Diana Guillén.
The National Director of Plant Protection of Senasa, Diego Quiroga, explained that "we have been carrying out technical exchanges with the European Union for two years to reach this agreement that we have started today for electronic phytosanitary certification that includes all plant products that our country sends to that destination," and he highlighted that "Argentina is one of the countries leading the implementation of e-Phyto worldwide."
During 2021, Argentina issued more than 23.700 phytosanitary certificates in commercial operations, which covered exports to the EU of: corn grain, wheat grain, fresh lemon, fresh orange and fresh pear, among others, for more than 7.000.000 tons.
Electronic phytosanitary certification is a tool that promotes international trade in regulated articles of plant origin in an easy, transparent, reliable, digital and paperless manner because it reduces costs, times and fraudulent documentation, which leads to an acceleration of the process of releasing goods.
Development The e-Phyto System is an initiative of the International Plant Protection Convention (IPPC) which encourages its implementation by the National Plant Protection Organizations (NPPO) of the contracting countries.
This tool allows an exporting NPPO - for example Senasa - to transfer e-Phyto certificates through a secure system to the "Hub" (central IPPC certificate exchange system) which transfers the certificate to the "mailbox" of the importing country in the Hub, from where it can be retrieved by the NPPO of the importing country.
