ARCA establishes mandatory digital submission of the deconsolidated import manifest for waterways

The Customs Collection and Control Agency (ARCA) has officially announced that the submission of the "deconsolidated import manifest" for the waterway will be digital, mandatory, and with automated approval, replacing RG 4.915, which until now allowed it as an optional procedure.

This is established by the General Resolution 5744/2025, published this Thursday (August 14.08.2025, 630). For clarity, the "unconsolidated import manifest" refers to the document detailing the individual cargo separated from a consolidated shipment and which must be submitted to the customs service for control and registration (defined in General Resolution No. 1994/XNUMX). This document identifies each shipment within a container or shipment and guarantees traceability, control, and transparency in the importation of goods.

The new provision applies to all Customs Transport Agents (ATA) deconsolidators, who must register the form “OM 744/2”, upload the digitalized documentation and ratify their authorship using the web applications “Aquatic Manifest Management” and “Ratification of Authorship of Aquatic Manifest”, integrated into the Malvina Computer System (SIM).

From this determination, the main aspects of the standard are the following:

Manifest registration: The ATA must upload the documentation and ratify its authorship within a period of five (5) business days upon the vessel's arrival. The system automatically sends the manifest to the customs service for review.
Approval or rejection: The customs authority has three (3) hours to approve or reject the submission. If no resolution is issued within this period, approval will be automatic. Notification is made through the "Electronic Communication and Notification System (SICNEA)”. In case of rejection, the ATA must generate a new application correcting the documentation or declaration.
Digital presentation: Once approved, the manifest is considered automatically submitted and the ATA can print a report with the status “SUBMITTED”, without the need for additional signatures or stamps.
Custody of documentation: The ATA acts as faithful trustee, preserving the documentation in accordance with current regulations and making it available to ARCA within a maximum of three (3) business days after its request. Failure to comply may result in serious penalties under the Customs Code and may even imply criminal liability (Article 255 of the Criminal Code).
Informatic security: : The presentation requires a Tax Code with the maximum level of security and the use of authentication devices (“token”) or other mechanisms determined by ARCA, guaranteeing the authorship and integrity of the declaration.
Validity: RG 5744/2025 comes into force upon its publication and will be applicable from the fifth business day thereafter. Also, repeals RG 4.915 and 5.110, both of 2021, consolidating the mandatory digitalization of this procedure.

ARCA stated that the decision seeks to "facilitate international trade and provide greater certainty in customs procedures and formalities," in line with its policy of simplifying foreign trade operations.
