ARCA updates the Import and Export Regime for PSP/Courier Services

The Customs Revenue and Control Agency (ARCA) has introduced changes to the “Import and Export Regime by Postal Service Providers (PSP/Courier)” to optimize cross-border trade of physical goods managed electronically and sent to the country by these delivery services.

The modifications, established in the General Resolution No. 5631/2025 published today (09.01.2025/5608/2024) in the Official Gazette, adjust the provisions of General Resolution No. XNUMX of the year XNUMX in three areas:

  1. Limits for parcels and postal packages: The maximum weight allowed per package is increased to 50 kg. The FOB value of imports may not exceed USD 3.000 per shipment, while the same limit remains for exports.
  2. Exception for product samples: An exception is established for samples of products and by-products of plant and animal origin with a net weight of up to 10 kg and a FOB value of no more than USD 500 per shipment.
  3. Operating requirements for PSP/Courier: The obligation to have an electronic tax address for recipients of shipments is eliminated, and it is established that providers must retain proof of delivery of shipments for five years.

With these measures immediate effect, ARCA reaffirms its commitment to facilitate international trade, promoting more agile and transparent customs procedures that improve the fluidity of commercial operations and strengthen global competitiveness.
