Abad announced that the businesses, professionals, health, cultural or entertainment centers and self-employed workers They will have to comply with this obligation for their commercial operations that will allow the organization a better tax control.
The process will begin in April and will end in December, he announced. Abad said that the measure "seeks to comply with the law and will allow the benefits of discounts to be made effective for retirees, pensioners and beneficiaries of social plans who pay by debit card."
"With this measure we seek to make the economy more transparent and broaden the taxpayer base, to reduce the tax burden and force merchants to submit the invoice," he said.
The AFIP will implement this measure in a resolution that will be published this Thursday in the Official Gazette.
Abad explained that as of April 30, all businesses, wholesalers or retailers, hotels and restaurants, with revenues greater than or equal to 4 million pesos invoiced in the 2015 fiscal period must have "posnet" to invoice their debit card transactions.
Those who invoiced between 2015 and 1 million pesos in fiscal year 4 must do so starting in May, and those who invoiced smaller amounts, starting June 30.
Professionals, health centers, cultural centers, sports centers, or entertainment centers will have to use POS starting July 31 for those who invoiced 4 million pesos or more and from August 31 for those who invoiced between 1 and 4 million, and September 30 for those who invoiced less than one million.
The rest of the taxpayers, including taxi drivers, with the announced income scale will have to use the POS starting on October 31, November 30, and December 31.
Monotributistas with categories from F to K inclusive will also be required to use "POSNET" starting December 31, and those with categories A to E starting March 31 of next year.
Self-employed individuals who install the "posnet" will not have to pay any fees for renting the device for two years and will not have to pay any transaction fees.
Taxpayers registered for VAT who install a debit card payment system will receive discounts on the rental cost of the device, 50% discounts for up to six months, or free for up to two years, depending on the provider.
In addition, the AFIP will deduct 50 percent from VAT and income tax withholdings on all debit card transactions.
