Uruguay is making progress in the digitization of port and customs procedures

Coordination and Digitization

The National Customs Directorate (DNA:), the National Ports Administration (ANP) and Uruguay XXI signed a cooperation agreement this Thursday (27.01. 2026) to facilitate procedures through the Single Window for Foreign Trade (VUCE).

According to the DNA, the agreement eliminates in-person visits for key procedures and reinforces the country's commitment to digitalization and efficiency, allowing the digitization of import procedures that previously required in-person visits to the ANP and long processing times.

In a first stageThe service will cover the registration of customs brokers, the annual updating of documentation and the enabling of port operators, benefiting both the private sector and public institutions.

In this regard, the National Director of Customs, Joaquín SerraHe emphasized: “This Interinstitutional Cooperation Agreement is another step towards positioning Uruguay as a regional logistics hub. Public agencies must coordinate to create faster and more cost-effective procedures for the private sector.”

El President of the ANP, Pablo GentaHe added: “With this agreement, we are promoting a more modern and efficient management system, serving Uruguay's foreign trade. It is a key step towards the digitalization of all our processes.”

La Executive coordinator of the VUCE, Daniela VignoloHe added: “This collaboration opens the door to much more efficient foreign trade. It is natural for the Single Window for Foreign Trade (VUCE) to evolve into smart ports and a maritime window, working together to consolidate Uruguay as a regional logistics and investment hub.”

Along the same lines, the institutions highlighted: “The agreement facilitates the digitization of port and customs procedures, reduces bureaucracy and strengthens the efficiency of foreign trade in Uruguay.”
