The Ministry of Foreign Trade and Tourism (Mincetur) said on Thursday (29.02.2024/XNUMX/XNUMX) that Peru has been rated as the second best country in Latin America and the Caribbean to implement the Trade Facilitation Agreement, promoted by the World Trade Organization (WTO).
This outstanding achievement was announced at the recent Global Survey on Digital and Sustainable Trade Facilitation, corresponding to 2023. Our country is located only behind Mexico, with an average implementation of 87%, and ahead of important economies in the region such as Brazil, Chile, Colombia and Ecuador.

During 2023, Mincetur implemented actions to strengthen the Foreign Trade Single Window (VUCE), a facilitation tool that allows operators in the sector to electronically manage information and documentation relating to procedures and services, as well as the exchange of information required or relevant to their operations.
In addition, in recent years the improvement of the regulations nationally linked to the provisions of this Agreement, on issues such as risk management, administrative simplification, authorized economic operator, cooperation between border entities, among others, following best practices and international standards.
“We continue to work on the implementation of measures that promote full compliance with the Agreement in all its aspects, for example, through the promotion of digital trade. We have completed the trial run for the issuance of phytosanitary certificates through the e-Phyto Hub for countries with Argentina, the United States and the European Union with the Netherlands, and this year we will begin the implementation of the interoperability of the phytosanitary certificate with Paraguay, Ecuador and Bolivia," said Minister Juan Carlos Mathews.
Likewise, through the Project VUCE 2.0, the technological infrastructure of the VUCE has been strengthened, and new tools for users have been implemented, such as the Port Community System, Risk Management System, as well as the Market Access Portal y Foreign Trade Regulations.
