The Customs Collection and Control Agency (ARCA) incorporated into the National Regime of the Single Window for Argentine Foreign Trade (VUCEA) the administrative act that grants the quota to import electric, hybrid or hydrogen vehicles, through the General Resolution 5691/2025.
This measure, which advances the digitalization of procedures, Simplifies the entry of sustainable vehicles with a 0% tariff, provided their FOB value does not exceed USD 16.000It is aimed at authorized importers who have previously been assigned a quota, within the framework of the provisions of Decree No. 49/2025 and Resolution No. 29/2025 of the Secretariat of Industry and Commerce.
From now on, the physical presentation of the document granting the quota will no longer be necessary.. As established by ARCA, validation will be carried out through the MALVINA Computer System (SIM), using the LPCO Reception web service (Licenses, Permits, Certificates, and Other Documents). The document must be digitally declared when formalizing the import application.
Once the computer controls and validations are completed, if no inconsistencies are detected, the customs declaration will be officially approved.
The procedural guidelines for this operation are detailed in the Attachments (IF-2025-01740722-AFIP-SGDADVCOAD#SDGPCI), which is part of the resolution. In addition, the instructions of the “External User Manual”, available on the “Single Window for Foreign Trade (VUCE)” microsite of the ARCA website (https://www.arca.gob.ar).
The rule comes into force immediately, that is, from this Friday May 9, date of publication.
