Online shift system implemented for unloading trucks at ports

The national government has opened the possibility for port terminals in the agro-exporting complexes of Santa Fe and Buenos Aires to voluntarily register in the "Mandatory Shift System for Unloading in Ports" (STOP).

To do this, through Resolution No. 94-E/2017  approved a  "adhesion agreement" through which the Undersecretariat of Motor Transport will be able to begin to establish a gradual implementation schedule of the new system before its final implementation.

The new regime was designed with the purpose of allowing port terminals to grant quotas in accordance with the potential unloading capacity of merchandise, in such a way as to avoid the entry of trucks without shifts to the terminals.

In order to "order and control the development of the STOP" it was also decided create a "Control and Monitoring Commission" which "will collect, channel, coordinate and unify the work criteria with the port terminals or agricultural bulk storage and/or reconditioning establishments that adhere" to the new system.

This commission, which will be chaired by a representative of the Undersecretariat of Automotive Transport, will be composed of officials of the Undersecretariat of Ports and Waterways, the Undersecretariat of Agricultural Markets, afip and the Transport authorities of the provinces of Santa Fe and Buenos Aires.

Representatives of CEC, the Chamber of Private Commercial Ports (CPPC), FAA, Coninagro, CRA, SRA, the Federation of Grain Collection Centers, Fadeeac, Catac, Fetra and the Grain Exchanges of Buenos Aires, Rosario, Bahía Blanca and Córdoba will also be present.

The new STOP system, created by resolution 25-E/17, establishes that the Request for shifts by agricultural producers will be "a prerequisite for preparing the Grain Traceability Code (CTG)", which must include the alphanumeric code assigned for unloading." To do this, the producer, through a digital application, must request a waiting time at the terminal to be able to unload at the port.

Subsequently, when requesting the CTG of the consignment note, the system of the Based on the available capacity data reported by the terminals, Afip will grant (or not) shifts to producers.

In this way, the Afip automated system will only grant CTG when it verifies that there is a download shift assigned by a terminal that has available receipt capacity on the requested date.
