Guatemala hands over presidency of Central American Customs Committee to El Salvador

The Guatemalan Customs Superintendent, Werner Ovalle, handed over this Thursday (08.12.2022) the Pro Tempore Presidency of the Central American Customs Committee, a body that reports directly to the Council of Ministers of Economic Integration (COMIECO), to his counterpart from El Salvador, Samadhy Martínez, in a meeting also attended by representatives from Costa Rica, Honduras, Nicaragua and Panama. Also, SIECA.

During the meeting, Werner Ovalle presented a summary of the second half of 2022 and handed over management to 2023.

The directors and delegates of Customs from the six Central American countries attended the meeting in person at the headquarters of the Secretariat for Central American Economic Integration (SIECA), held with the support of the INTEC Project.

At the meeting, toasts were offered progress reports of the work of the technical groups on regulations, IT, risk, Authorized Economic Operator, CAUCA/RECAUCA Drafting Commissions and customs valuation, as well as the Ad Hoc Study Groups on Clearance Times and Customs Modernization.

Also, within the meeting, reviewed the results of the Regional Operation against Customs Smuggling.

It was highlighted that during the Pro Tempore Presidency of Guatemala, the objectives and planned actions were fully achieved, with the Main objectives achieved: regulatory, customs control, trade facilitation and capacity building.

• DUCA-F pre-printed rectification procedure

• Drivers' database (PDCC)

• Central American Multimodal Transit Procedure

• Regional traveler declaration

Customs Control Pillar

• Review and update ERGIRA work plan

• Manual for the execution of Regional Illicit Trade Operations

• Regional Operation

Trade Facilitation Pillar

• Creation of the technical group of the Authorized Economic Operator (AEO).

• Monitoring of the Regional Action Plan (PAN) derived from the study of regional dispatch times.

Capacity Building Pillar

• Declaration of ethics and transparency of the customs administrations of Central America.

• Training of RILO CAM national contact points and regional designees

• Capacity building for OAS teams in the region.

• Post-clearance audit specialization course CAPTAC-DR/IMF & IE
