The Government established new requirements for exporters of meat, grains and dairy products, through the Resolution 60 / 2021.
According to the measure of the Ministry of Agriculture, published this Monday (19.04.2021/XNUMX/XNUMX) in the Official Gazette, those who wish to export these products must have the Authorization to legally engage in trade in the Registry of Operators of the Agri-Food Chain (RUCA)
The decision aims to achieve "wider formalization, transparency and control" of exports in the agro-industrial sector.
The regulations explain that “The requirements to be incorporated tend to reduce to a minimum the existence of operators in marginal, informal and insolvent circuits, which are those that produce the greatest distortions in the proper functioning of the internal and export market.”
The text also clarifies that the requirements will not apply if the exporter has its own establishment already registered with the RUCA.
Those interested in exporting grains and dairyThey must report the following:
- Detail of bank accounts with which it operates, bank transactions of the last six months and financing lines granted by the reported entities.
- Projected work plan for next year, with details of merchandise to be exported, volumes, suppliers and destinations.
- detail of dependent personnel and contracted work risk insurance company and proof from banking entities where workers' wages are deposited.
- Latest certified financial statement, for Legal Entities and updated and certified declaration of assets for Natural Persons or partners and/or shareholders in the case of recently established Legal Entities.
- Constance of Foreign exchange earnings for the past year, in the event of having carried out export operations.
For exporters of cattle and meatIn addition to complying with the above requirements, the resolution states that the owners of establishments that provide sales services to third parties registered in this registry "will be jointly and severally liable for failure to comply with the requirements and other conditions established in this resolution."
The provisions of this Resolution shall enter into force Effective from April 20, 2021.
