The Director General of Customs, Mr. Diego Dávila, held a meeting with academic professors and professionals from the foreign trade sector at the breakfast organized by the CAECE University and the Argentine Chamber of Commerce and Services, last Thursday (8.11.2018).
At the meeting, Dávila made a presentation on the most relevant points that he is working on with the aim of achieving a digital Customs.
"We have to make paper disappear", the director said. To achieve this, "technological progress, regulatory changes and training must be carried out in order to facilitate legitimate international trade and exercise intelligent customs control," he added.
"Many objectives have already been met, but more are still needed. To achieve this, we are working on planned goals," explained the director of the oldest public body in the country.
Dávila outlined these objectives in three premises: Customs process facilitation, reengineering and regulatory reform program.
Objectives achieved
Among the “facilitation projects” the following were achieved:
- SCANNING PROTOCOL, allowing a dynamic process.
- GENERAL RED SELECTIVITY, reducing the impact of this channel on operations.
- OPENING OF THE AUTHORIZED ECONOMIC OPERATOR (AEO) with the incorporation of 54 operators, affecting 28% of the FOB value.
- OPERATIONAL SIMPLIFICATION OF CRUISE SHIPS, facilitating the supply system, merchandise, fuels.
Regarding the “reengineering of customs processes” the following were highlighted:
- REENGINEERING OF MARITIME MANIFESTS, establishing the digitalization of the instrument, streamlining both the control and operational management schemes. A measure that reduces costs for the operator.
- SURETY INSURANCE (RG 4013). Enabling the establishment of this type of guarantee.
- CUSTOMS PAPERLESSNESS – GDE 10/35
Regarding “regulatory reforms” it was indicated:
- REFORM 3817
- PORT COMPETITIVENESS
- SIM AND HO COST ELIMINATION
- PEMA – ISTA WARRANTY
- REMOVAL OF REFERENCE VALUES
Objectives to achieve
After explaining the achievements made in 2018, Dávila outlined the following objectives for the next stage:
- Verification protocol
- Selectivity orange focus
- OEA, bringing 343 OEA operators by 2024, will involve 90% FOB
- Reengineering of extraordinary services
- New declaration system (REPOSTOCK, CTIT, GS1, PART NUMBER):
- VUCE (ECO1/ wooden pallets/ phytosanitary certificate)
- Intervention meats
- PCB Data Extractors, WAIVERS
- Scanner fleet update
- Customs Code Reform 2019
- Refund of guarantees / RG refunds / RG customs current account
- OAS Decree
- Passenger incidents
- New technologies for cargo traceability
In addition to such measures to be achieved, the director highlighted that intelligent control is on the operator rather than on the merchandise, hence the importance of the Authorized Economic Operator (AEO) program on which the large volume of cargo operations must rest, as well as the Single Foreign Trade Window (VUCE) system, “one of the most important tools”, whose full implementation will be soon.
At the end of his presentation, Diego Dávila said that "Customs is undergoing a transformation with a focus on facilitating legitimate international trade, seeking to exercise the essence of control held by the agency in its charge, but "with a framework of greater efficiency through intelligent channels" that today, computer and technological systems allow to achieve.
After answering the questions, the Director General of Customs conveyed the intention to continue with academic activities, encouraged by the World Customs Organization (WCO), to achieve the Paperless customs.
