The Ministry of Economy incorporated into the Argentine legal system the Eighth Additional Protocol to the International Land Transport Agreement (ATIT), a reform that updates the international customs transit regime and establishes the basis for the digitization of the International Road Cargo Manifest/International Customs Transit Declaration (MIC/DTA), as well as for the electronic exchange of information between the customs of the signatory countries.
This is what the Resolution 829/2026, Published this Monday (June 8, 2026) in the Official Gazette. The significance of the measure lies in the fact that it updates Annex I «Customs Aspects of the ATIT, considered the fundamental regulatory framework that governs the international transit of goods between Argentina, Bolivia, Brazil, Chile, Paraguay, Peru and Uruguay.
According to the rationale of the regulation, the update responds to the need to adapt the agreement to the dynamics of international trade and the evolution of customs operational processes. In that context, the target It is to "streamline procedures, optimize control mechanisms and incorporate digital technologies" that allow the MIC/DTA to be managed through computer systems.
Furthermore, the resolution highlights that the reform seeks to strengthen regional customs cooperation and contribute to facilitating international land transport through the incorporation of digital tools and electronic information exchange mechanisms.
Main modifications
Update to the traffic regulations. Among the most relevant changes, the new protocol modernizes the definitions related to International Customs Transit (ICT) operations and updates the conditions required for transport units and customs seals to guarantee the inviolability of cargo in accordance with current international standards.
Digitization of the MIC/DTA. The protocol establishes a regulatory framework for the use of computer systems in managing the International Road Freight Manifest/International Customs Transit Declaration (MIC/DTA), a document that covers goods subject to the International Customs Transit regime. According to the National Directorate of Road Freight Transport, the update will "facilitate the exchange of real-time data between regional customs administrations."
Controls based on risk management. The reform incorporates selectivity criteria based on risk analysis, as well as the use of advance declarations, computer tools and electronic seals to facilitate and ensure International Customs Transit operations.
Trade facilitation. It also strengthens the principle of suspending import and export duties during international transit, redefines the responsibilities of declarants and carriers, and seeks to eliminate bureaucratic barriers through the electronic transmission of data between the customs administrations of the signatory countries.
Expansion of the scope of application. Article 2 of Annex I expands the scope of the customs regime to include the transport of goods originating from or destined for third countries that are not signatories to the Agreement.
No objections from Customs. During the analysis of the protocol, the General Directorate of Customs, under the Customs Collection and Control Agency (ARCA), concluded that, after examining the text agreed between the member countries, "it has not noticed any aspects to observe in it."
Regional land transport agreement
Signed in September 1990 within the framework of the Latin American Integration Association (ALADI), the International Land Transport Agreement (ITTA) is the main legal instrument that regulates international transport by road and rail between Argentina, Bolivia, Brazil, Chile, Paraguay, Peru and Uruguay.
ValidityThe changes will not take effect immediately. The Eighth Additional Protocol will enter into force sixty days after the ALADI General Secretariat informs the signatory countries that it has received the notifications regarding compliance with the internal requirements necessary for its entry into force.
