ARCA regulated Monitored Export for plant operations

The following has been in effect since June 10th: General Resolution 5861/2026 of the General Directorate of Customs, which establishes the operational guidelines for implementing the Monitored Export, a new procedure that will allow certain export operations to be controlled remotely.

The measure It complements two rules issued in 2025: lGeneral Resolution 5721, which created the export cargo regime at the plant, and General Resolution 5770, which instituted the procedure called “Monitored Export”. This scheme will be applicable exclusively to exports for consumption made under said regime.

Exporters wishing to join the regime must comply with the requirements and conditions established in these regulations, and apply for their Incorporation through the Customs Procedures Computer System (SITA)Once authorized by Customs—the body responsible for defining the admission, control and maintenance guidelines, as well as coordinating the training and oversight of participants—they may choose the Monitored Export modality when formalizing the shipping permit.

Within this framework, the system stipulates that Customs will monitor the cargo using images transmitted from the exporting facility. Before authorizing the start of the operation, the customs officer will remotely verify the merchandise and the loading conditions.

Monitored Export It can only be applied to destinations that obtain green channel status. Selectivity means authorized operations without physical verification or additional documentary control by Customs. In the case of orange or red channels, the operation must continue under the traditional on-site control procedure.

The regulations also establish the self-management of seals by authorized operators and the obligation to keep images of the operations for five years.

With this regulation, ARCA completes the operational scheme of Monitored Export, whose conditions of application are detailed in eAnnex of the standard, structured in 11 points.
