Brazil releases 87% of imports in less than 7 days, according to a study

More than 87% of imported goods are released in less than 7 days, counting from their arrival in Brazil, it is the result of the Import Time Study, prepared by the Federal Revenue Secretariat (Receita Federal do Brasil) in collaboration with the Foreign Trade Secretariat (Secex), the National Health Surveillance Agency (Anvisa) and the Ministry of Agriculture, Livestock and Supply, and presented this Tuesday (30.06.2020) through the platform de YouTube.

According to the Federal Revenue Service, the initiative is derived from a measure provided for in the Trade Facilitation Agreement (TFA) of the World Trade Organization (WTO), of which Brazil is a signatory, and aims to provide a greater transparency to information related to foreign trade.

According to the study, 65% of the total average time spent on Anvisa authorization processes is not due to actions under the agency's responsibility, but mainly to the payment and bank clearing of fees.

The customs clearance stage represents less than 10% of the total estimated time, the study notes.

Actions under the responsibility of private agents, in particular the importer (or its customs broker), the international carrier and the warehouseman, represent more than half of the total time spent on all the flows analysed.

Solutions 

The study details solutions in development for accelerate imports.

"The new air cargo control, the first delivery of which is scheduled for 2020, is based on intensive risk management and foresees a potential reduction of up to 90% of cases of state intervention in the physical flow of cargo," he explains.

There are also measures, such as the anticipation of information provided by importers, for the performance of public agents even before the arrival of the products in the country.

In addition to an overall assessment of the state of play in trade facilitation in Brazil, the report also identifies sectoral and regional performance.

Countries in the Americas implement trade facilitation policies. Their performance in the areas of trade document harmonization and border process automation is strong, and the Brazilian Import Time Study could contribute to achieving best practices in the region and globally.
