The Ministry of Economy and the Customs Collection and Control Agency (ARCA) updated the regulations on the transport of grains and derivatives through Joint General Resolution 5821/2026, with immediate effect since its publication in the Official Gazette.
The regulation, published this Tuesday (February 10, 2026), establishes that Only operators and producers registered in the Simplified Agricultural Information System (SISA) and with authorized facilities may issue Electronic Waybills for grains and Electronic Waybills – Grain Derivatives (CPEDG). This requirement applies to grains, dried legumes, cereals, oilseeds, and their derivatives, for transport throughout the national territory.
The resolution introduces new controls and responsibilities: Issuers must guarantee the accuracy of the data, respect the maximum permitted weights, and keep their records active in SISA. Failure to comply may result in legal penalties and the deactivation of operators or facilities.
Se simplifies the process: Waybills are mandatory for road and rail transport, while direct deliveries to plants or via pipelines and conveyor belts are exempt.
