Argentina modernizes the Customs Regime in Factories

The National Executive Branch introduces changes in the Customs Regime in Factory (RAF), created in 2002 and now updated after 24 years, with the aim of simplifying its operation, expanding its scope and improving industrial competitiveness.

This is established byDecree 252/2026, published this Friday (17.04.2026), which extends the regime to all sectors of the production chain, after a period in which its use was mainly concentrated in the automotive industry.

It should be noted that the RAF is a special customs regime that allows the import of inputs for production processes under simplified rules. Specifically, it enables companies to temporarily import inputs, parts, or components from abroad without paying import duties or associated taxes, for use in the production and/or processing of goods that can then be exported or imported for consumption into the domestic market.

In this latter case, taxes will be paid once the production process is completed, allowing firms to have more working capital to invest.

Among the main changes, the decree incorporates suppliers from the adhering industries, eliminates the obligation to have prior sectoral agreements to access, makes the required guarantees more flexible, and establishes a maximum period of 60 days for the customs authority to resolve the applications.

Furthermore, The Ministry of Industry will be in charge of regulating the system and may exclude companies that do not use the imported goods for the declared purpose.

According to the Government, the reform aims to reduce costs, facilitate investments, strengthen local production chains and improve the export profile of Argentine industry.

The It will come into effect 60 days after its publication in the Official Gazette.
