ARCA establishes new procedure for the transfer of containers with red or orange channel

The Customs Collection and Control Agency (ARCA) will implement a New procedure for the registration and processing of the transfer of containers with merchandise consigned to import destinations assigned to the red or orange selectivity channel.

This is what the General Resolution 5644/2025, published today (29/01/2025) in the Official Gazette, with the aim of streamlining foreign trade, reducing costs for importers and strengthening customs controls.

Under this regulation, declarants may request the transfer of merchandise from the primary customs zone to a bonded warehouse within the same jurisdiction, except in those cases where the risk matrix prevents this.

Before this resolution, the agency clarified, cargo had to remain in port terminals until inspection, which made the process more expensive. Now, when it is transferred to a bonded warehouse, the stay is, on average, 80% cheaper.

In order to reconcile this simplification and guarantee both the security of the cargo and the control of land transit operations for imports in customs territory, ARCA has arranged the Use of the Electronic Monitoring Seal (PEMA), in accordance with the provisions of General Resolution 2889/2010.

Furthermore, The physical and documentary verification of the merchandise will be carried out at the destination customs warehouse.

The new regulations complement and modify previous procedures, authorizing the General Directorate of Customs to issue additional operational regulations. It will come into force 30 days after its publication in the Official Gazette, and its implementation will be detailed on the ISTA microsite of the ARCA website.

Through its social networks, ARCA announced that the procedure will be implemented in a first stage in the Metropolitan Area, where there are 45 authorized tax warehouses, and will then be extended to the entire country.
