ARCA repeals the Mendoza Uspallata Export Operational Circuit (COEMU)

The Customs Collection and Control Agency (ARCA) annulled the “Export Operational Circuit – Mendoza Uspallata (COEMU)”, through the General Resolution 5674/2025, published today (15.04.2025) in the Official Gazette.

The norm, of immediate application, repeals the procedure implemented in 2023 under the optional nature, corresponding to the COEMU circuit, "applicable to land exports of merchandise conditioned in trucks or containers, originating in authorized bonded warehouses under the jurisdiction of the Mendoza Customs, with destination of exit to the customs territory through the international pass Cristo Redentor System - ACI Uspallata."

Where is the ACI Uspallata?

The Uspallata Integrated Control Area (ACI) is located in the department of Las Heras, Mendoza province (western Argentina), and operates as a land border crossing between Argentina and Chile, in the bioceanic corridor that connects the Atlantic with the Pacific through the Cristo Redentor System.

The decision is based on institutional modernization objectives: "A permanent objective of this Customs Collection and Control Agency is to analyze and redesign processes in order to optimize workflows, organizational productivity, and the efficiency and effectiveness of foreign trade operations."

In this regard, the Agency considered that, "based on the available operational infrastructure," it is appropriate to repeal the aforementioned General Resolution No. 5.446 of 2023.
