The Customs Collection and Control Agency (ARCA) and the Secretariat of Agriculture, Livestock and Fisheries officially announced today (15.04.2025/XNUMX/XNUMX) a new procedure for the registration and authorization of grain collection, processing and industrialization plants and their derivatives, through the Joint General Resolution 5673/2025.
Beginning May 6th 2025, all procedures must be carried out exclusively through the Simplified Agricultural Information System (SISA)This involves the complete digitalization of the registration, modification, reactivation and deactivation process. plants, according to the 21 activities that require the use of the same to develop, detailed in the Attachments of the norm.
The measure aims to avoid overlapping records and optimize administrative efficiency. Along these same lines, and also published today, the Resolution No. 50/2025, issued by the Ministry of Agriculture, eliminated the obligation to register in the Single Registry of Agri-Food Chain Operators (RUCA) for operators in the "Grains, their products, by-products and/or derivatives" sector, centralizing registration management in the SISA.
Furthermore, the same regulations also established guidelines for adapting the current registry structure through the creation of the Meat and Dairy Operators Information System (SIOCAL).
Assessment, Plant Migration and Data Protection
Applications submitted to SISA will be evaluated by the National Directorate of Agricultural Trade Control, which will have a maximum period of 45 days for resolution. During this period, inspections may be carried out, additional documentation may be requested, and in the event of a rejection or sanction, operators will have the right to file a complaint.
It also establishes the automatic migration of the active plants from the RUCA to the SISA, excluding those that are suspended, which must re-register in the new system.
ARCA will share with the Ministry of Agriculture, Livestock and Fisheries the information corresponding to operators and plants, ensuring protection at all times of personal data and compliance with tax secrecy.
This joint resolution seeks to strengthen agricultural trade control, streamline administrative procedures, and improve traceability, within the framework of inter-institutional cooperation.
As indicated, the measure will take effect on Tuesday, May 6, 2025.
