Uruguay begins pilot plan for electronic declaration of tourist franchise and border traffic on Monday

Starting on Monday, March 21, Uruguay will begin for the first time to manage the Pilot Plan for Electronic Declaration of Tourist and Border Traffic Franchise, applicable in the Salto Customs Administration (border with the Argentine Republic).

This was established by the National Customs Directorate (DNA) through the General Resolution 11/2022 whose text provides that tourists and people who participate in border traffic must make the declaration compulsorily through the site DNA website .

The regulations signed by director Jaime Borgiani also establish that “once the declaration has been made, the tourist or resident will present the merchandise to the National Customs Directorate for inspection.” Then, Customs will allow the merchandise to be admitted and will record the action in the Lucía system, only in cases where said declaration is available.

The resolution clarifies that "if the user did not enter the Declaration of Franchise for Tourists or Border Traffic - as the case may be - or, having entered it, the merchandise does not comply with the requirements established in the regulations, the corresponding infraction procedure will be initiated."

The official text also stresses that the veracity of the data provided in the declaration will take into account the provisions of the art 239 of the Penal Code, that is to say: “Ideological falsification by an individual. Anyone who, on the occasion of granting or formalizing a public document, before a public official, makes a false statement about his or her identity or status, or any other factual circumstance, will be punished with three to twenty-four months in prison.”

Finally, the resolution states that "failure to comply with this document or its founding legal and/or regulatory regulations may give rise to the application of the corresponding administrative, tax, infraction, customs and/or criminal sanctions."
